Complaint to the Delhi Police and to the Registrar General of the Delhi High Court,

For almost three years some lawyers have been actively participating in the conspiracy to eliminate me by deliberately and knowingly spreading false stories and rumours about me.

I have been drugged and poisoned in the past. I am being poisoned at present. There is organ damage to at least my lungs and kidneys as a result of this poisoning. There are medical reports and records that establish poisoning in the past three years. I am being poisoned using chemical agents including nerve agents.

Yet some lawyers are as part of a cover up spreading false stories about me in the Delhi High Court and in the Supreme Court of India and are misleading others that I am crazy or mentally ill. The false stories about me have facilitated my being poisoned. These false stories could also be used to eliminate me in a murder disguised to look like a suicide.

These lawyers have received personal and professional favors for their participation in targeting me.

There are several such lawyers and FIRs need to be registered against them for participation in the criminal conspiracy to eliminate me.

There are others who I will also be naming. An investigation into this complaint after registration of an FIR will reveal others who have also similarly targeted me and thereby participated in the conspiracy to eliminate me. These lawyers are also recruiting or persuading others including young lawyers to target me in a similar fashion.

I have been told by some lawyers in the Delhi High Court about how they have been told not to interact with me by the lawyers targeting me and about the false rumours being spread about me by certain other lawyers.

Around or shortly after 3 am some poisonous chemical like a nerve agent was released near my car. I woke up breathless. My legs were weak and I had some other symptoms.

I drove off in my car. A car followed me.

I am now back outside gate 8 of the Delhi High Court.

Tonight I am sleeping in my car parked outside gate 8 of the Delhi High Court. Delhi High Court orders in WP 1280/ 2012 direct the police to protect my life and property. The Police has failed to provide me with any security/ protection. CP Bassi must comply with the courts directions and provide me with Z+ security. The threat to my life issues from General Electric, Montek Ahluwalia, A S Chandhiok, Gibson Dunn And Crutcher, Joseph Warin, John Chesley, Jeffrey Immelt, John Rice, Brackett Denniston, Jeffrey Eglash, Alexander Dimitrief, John Flannery, Puneet Mahajan, Soli Sorabjee, Raian Karanjawala, A K Sikri, Gita Mittal, P K Bhasin, Swatanter Kumar, Sudershan Kumar Misra, Najmi Waziri, Suresh Kait, Maninder Singh, Rajeeve Mehra, Arvind Nigam, Deepak Adlakha, Ruby Anand, Pratyush Kumar, Ashfaq Nainar etc because of my whistleblower complaints in WP 1280/ 2012..

As soon as I arrive, various persons are deliberately made to repeatedly walk past my car with intent to harass me. Several women are made to do this and then some men are thrown into the mix.

A CBI officer living near by is retiring and is throwing a party. His house is almost half a km away yet a driver of a guest at this party was repeatedly walking past my car, see photo attached.

Some local residents of staff quarters including women are being used to target me. Any one of these including women could be used to harm or poison me.

Making several persons parade past my car is also a strategy to deflect attention from who might actually be used to target me.

Since pedestrians and vehicles are being used to release poisonous chemicals near my car, why is the police failing to prevent people from unnecessarily walking past my car or close to it.

After I questioned the driver mentioned above, more groups of men are being made to parade past my car.

Last night also I saw a policeman standing near my car and I was poisoned. Tonight also a policeman is standing near my car. The police is only facilitating the poisoning but taking no steps to prevent it. The policemen being sent are not told that they are there to protect me. I am not being told why they are here and at whose instance. Meanwhile I continue to be poisoned every night.

Also I am being molested by the police under the pretext of protecting me by male policemen watching me sleep and peering into my car when I am asleep.

What is required is to prevent anyone or any vehicle from coming close enough to my car to prevent them from releasing poisonous chemicals near my car to poison me. This the police is not doing.

Some policemen in a police jeep DL 1 CM 7588 drove past my car.

For the last one hour the police is making various men and local residents of staff quarters walk past my car. Despite my complaints that I am being poisoned using such persons, this has not been stopped but is actually being encouraged by the Police.

Last night and early morning, I was repeatedly poisoned by some poisonous chemicals which were released near my car using vehicles and using persons who were made to come close to my car.

I had 4-5 instances of waking up breathless. On 2 occasions, I smelt the chemicals. Around 3 am, I also had another instance of numbness in my left hand with momentary inability to move the little finger, and weakness in the finger thereafter.

Some nerve agent was definitely used last night and my pupils are contracted.

There was suspicious vehicular traffic driving past my car between 2 and 3 am when the first instance of breathlessness occurred and when my hand went numb.

I also want to state that on several occasions, I have been deliberately exposed to chemicals in chamber 21A in LC 1 in the DHC when I went there to use the internet facility. The service provider one Rajesh and a DHC PWD worker were used to target me there.

Yesterday I went back there after almost a month and nothing was attempted.

Today I went there a short while ago for a few minutes. I was sitting there for about 5-10 minutes when first nothing happened. However, after some time I smelt a substance which was not there earlier. This is when Rajesh had entered the cubicle. Rajesh released a chemical in the cubicle when I was there. I have had some symptoms since I left the cubicle.

Also the policeman in the attached photo was following me yesterday and today on Delhi High Court premises.

To the Registrar General of the Delhi High Court and to the Delhi Police,

Today a short while before the lunch break at 1 pm, I had gone to the office of Ms Geeta Gopinathan, the PS of the Registrar General of the Delhi High Court. I took the lift up to the first floor on the way to her office. As soon as I stepped out of the lift, I noticed an acrid/ foul smell. I walked into her office which is just next to the lift. There were several Delhi Police security personnel present outside the lift and outside the office of the RG.

I was being followed and I was expected to use the lift to go to the inspection room on the first floor.

Someone most likely a policeman released a poisonous substance near me. This appears to have been a nerve agent as shortly afterwards my vision was blurred and I experienced mild dizziness.

This was another instance of me being poisoned on DHC premises and an FIR must be registered.

CCTV and security camera footage must be preserved.

To the Registrar General of the Delhi High Court,

The Orders in Criminal Contempt Case 3 of 2012 passed on 30 Jan 2014, 11 Feb 2014, 7 March 2014, 14 March 2014 and on 18 March 2014 have still not been uploaded on the website of the Delhi High Court and are not available through the case wise order search on the website.

Also the order dated 25 March 2014 passed in WP Civil 1280 of 2012 is not uploaded on the website of the Delhi High Court and is not available through the case wise order search on the website.

Please ensure that these orders are uploaded ASAP.

I have again brought this deliberate tampering with the court record to the attention of Mr R K Shouri the Technical Director in the Computer room in the GF lobby of the Delhi High Court original block.

I had also brought this issue to the attention of Justice S K Misra and Justice S P Garg during the court hearing yesterday and the judges had directed the court master to ensure that all orders in both these matters were uploaded on the court website.

To the Registrar General of the Delhi High Court and to the Delhi Police,

A few days ago I had complained that all the orders passed in Criminal Contempt Case 3 of 2012 had been corruptly removed from the case wise order search from the Delhi High Court website.

I brought this to the attention of R K Shouri the technical director of the computer branch and the orders were restored.

However even now the orders in this matter passed in Feb and March 2014 are still not available on the case wise search.

Also the last four orders passed in WP Civil 1280 of 2012 are not available through the case wise order search on the Delhi High Court website. I have brought this to the attention of R K Shouri and Shashi Bhushan.

This is the result of deliberate and corrupt obstruction of the court's electronic record and is intended to obstruct the administration of justice in this matter and to prevent these orders from being accessed by interested persons.

Please ensure this is immediately rectified and initiate a vigilance inquiry.

The police must also register an FIR against the persons involved in this tampering with the court record.

For the last one hour and more a whole family from staff quarters of the Finance Secretary's house C II 47 are repeatedly walking past my car. A short while ago, two boys from this group released a toxic chemical near my car. This group is now avoiding coming near my car. The police truck from gate 9 of the DHC also went past my car after that and released more toxic chemicals near my car. All this is being captured on DHC security cameras.

The Registrar General is requested to ensure that images and videos from security cameras in the DHC near gate 8 and elsewhere are not destroyed and are preserved.

I am sitting in the Delhi High Court canteen. I noticed a waiter Bhupal walk near me twice and both times he took out a cloth from his pocket next to me and then put it back again after moving past me. Given the history of me being deliberately exposed to chemicals in the DHC canteen, I called him and told him that I had noticed this and asked him not to do this and to keep his cloth away from me. At this he took out this cloth and moved even closer to me. I asked him to keep the cloth away from me and he instead brought it near my face. Soon afterwards, SS Chadha a lawyer involved in targeting came and sat right next to me and gave Bhupal a large tip. There was something in Bhupal's pocket or on the cloth and he released a small quantity of chemical near me. It has caused a sudden onset of mild cough, throat irritation and mild dizziness, dimness of vision and mild transient headache. This was a planned attempt to target me, harass me and cause me physical harm and apprehension of harm. The intent was also to cause adverse physical health effects before the hearing of the writ Petition today at 3 30 pm.

An FIR must be registered for this.

This morning I was using the ladies toilet on the FF of lawyers chamber 1 in the Delhi High Court around 8 am.
DHC staff Raghubir who works under the caretaker was outside the toilet on a false pretext and released a chemical under the door of the toilet. When I opened the toilet door he quickly walked away with a wet mop (which was also smelling of a chemical) pretending he was mopping somewhere. I went back to the toilet. After about 7 minutes he again came back and again sprayed a chemical under the toilet door. This time he was again holding the mop and the pocha right outside the toilet door when I opened it. I challenged him and he walked away. I went in the same direction and found he had simply placed the mop somewhere else. Raghubir's job is not to mop or sweep. He had no genuine reason to be outside the toilet door when I was inside. I told him I would complain to the Police and the RG of DHC. After sometime I saw Raghubir sitting with Constables Anil Kumar and Mubarik Singh at gate 7 of the DHC. This shows police complicity as he probaby went back to those who ordered him after I told him I would complain. The policemen at gate 7 knew I had entered the court premises. An FIR must be registered against Raghubir and his co conspirators for attempted murder. The police security at DHC is involved. I had a bad coughing fit and other symptoms of poisoning because of this chemical. Seema Sapra
